FEBRUARY 01, 2022 • STATEMENTS AND RELEASES MEMORANDUM FOR THE SECRETARY OF STATE THE SECRETARY OF DEFENSE THE ATTORNEY GENERAL THE SECRETARY OF HOMELAND SECURITY THE DIRECTOR OF NATIONAL INTELLIGENCE THE DIRECTOR OF THE CENTRAL INTELLIGENCE AGENCY SUBJECT: Implementation of the Anomalous Health Incidents Provisions in the National Defense Authorization Act for Fiscal Year 2022 In accordance with section 6603(a)(1) of the National Defense Authorization Act for Fiscal Year 2022 (Public Law 117-81) (FY22 NDAA), I hereby designate the Senior Director for Intelligence Programs for the National Security Council staff to serve as the Anomalous Health Incidents (AHI) Interagency Coordinator. Consistent with section 6603(b)(1)(A) of the FY22 NDAA, I ask that you take rapid action to designate an appropriate senior official to serve as your respective agency’s AHI Agency Coordination Lead, who will work closely with the AHI Interagency Coordinator through the National Security Council-led policy process on AHI. In accordance with section 6603(e) of the FY22 NDAA, I further direct that, no later than February 25, 2022, you issue, updated guidance to the elements of your workforce who are determined to be at risk of exposure to AHI. This guidance should be developed and issued in close coordination with the AHI Interagency Coordinator. Swift implementation of the AHI provisions in the FY22 NDAA will serve as an important demonstration of my Administration’s continued commitment to the workforce and to enhancing the United States Government’s response to AHI incidents. Electrical Conductivity, Metal, Water; Sea Water is usually one of the highest ratings in radar attenuation, it has ions and conducts electricity, and absorbs energy. If you think of a microwave oven water boils and metal "sparkles" but safe for most dry, plastic and ceramic type, and non-metallic containers. If you think of a Faraday Cage, it's a metallic enclosure that is grounded, when microwaves hit the metal the energy is absorbed and sent to or conducted to the ground.

If you think about ground penetrating radar it is the moisture of the ground, clays, and the ferric content, ferric sand and rocks, slate with iron for example. Elwood "Woody" Norris, founder and Chairman of American Technology Corporation (ATC), announced he had successfully created a device which achieved ultrasound transmission of sound in 1996.[5] ATC named and trademarked their device as "HyperSonic Sound" (HSS). In February 1998, HSS was named the Best of What's New for 1997 by readers of Popular Science [6]. The HSS technology uses ultrasound distribution, so the audio can be broadcast in narrow beam similar to laser. HSS allows highly focused sound beam, therefor significantly minimizing the noise level in closed or opened area.

Faraday Cages and Radar Assaults

Faraday cages cannot block static and slowly varying magnetic fields, such as Earth's magnetic field (a compass will still work inside). To a large degree though, they also shield the interior from external electromagnetic radiation (radar for example) if the conductor is thick enough and any holes are significantly smaller than the radiation's wavelength.

For example, certain computer forensic test procedures of electronic components or systems that require an environment devoid of electromagnetic interference may be conducted within a screen room. These screen rooms are essentially work areas that are completely enclosed by one or more layers of fine metal mesh or perforated sheet metal.

The metal layers are grounded to dissipate any electric currents generated from the external electromagnetic fields and thus block a large amount of the electromagnetic interference. See also electromagnetic shielding.

The reception of external radio signals, a form of electromagnetic radiation, through an antenna within a cage can be greatly attenuated or even completely blocked by the cage itself.

Abstract

Public and occupational exposures to microwave (RF) are of two main types. The first type of exposures are those connected with military and industrial uses and, to some extent broadcast exposures. It is this type that most of the data cited in this study draw upon. The second type, cellular telephones and their associated broadcast requirements, have raised concerns about current exposures because of their increasingly widespread use. Four types of effects were originally reported in multiple studies: increased spontaneous abortion, shifts in red and white blood cell counts, increased somatic mutation rates in lymphocytes, and increased childhood, testicular, and other cancers. In addition, there is evidence of generalized increased disability rates from a variety of causes in one study and symptoms of sensitivity reactions and lenticular opacity in at least one other. These findings suggest that RF exposures are potentially carcinogenic and have other health effects. Therefore, prudent avoidance of unneeded exposures is recommended as a precautionary measure. Epidemiologic studies of occupational groups such as military users and air traffic controllers should have high priority because their exposures can be reasonably well characterized and the effects reported are suitable for epidemiologic monitoring. Additional community studies are needed.

♦ Attenuation or loss of radar energy is a complex function of the dielectric and electrical properties of the media through which the radar signal is traveling. Attenuation factor is controlled by the conductivity (), the relative magnetic permeability (r), and the relative dielectric permittivity (r) of the medium as well as the frequency of the signal itself.

Dielectric constants for most dry geologic materials range from 4 (quartz sand) to 7 (shales and carbonates).

♦ Water, however, has a dielectric constant of 81 at 20oC and radically alters the velocity of the radar-wave traveling through materials and can cause serious errors in estimating depth. Saturated quartz sands will have a dielectric constant of up to 30; granite will rise from 5 to 7 as it becomes wet; dry soils will rise from 8 to about 20 as they become wet.

♦ Soil conductivity also influences radar-wave interaction with geologic media. Radar works best passing through low conductivity materials such as dry granites and
limestones.

Clays with high conductivities are hard on radar waves, and the longest wavelength antennas can only get down 0.5 meters or so in wet clays.

Research is ongoing for the detection methods, the technology involved, and the equipment components involved.
